The AVP Deputy Chief Mechanical Officer has system-wide responsibility and oversight of the Mechanical operation activities, processes and results for multiple inspection, servicing and repair functions designed to ensure equipment safety, regulatory compliance, reliability and satisfactory condition that will positively and continuously impact customer satisfaction. This position directs and oversees the application of Safety Management and Quality Management System process, procedures, and metrics including industrial engineering principles to improve mechanical operations labor efficiency and quality, maximize cost reductions, and achieve department-specific service, operational, and financial goals. This position is responsible for leadership of personnel to achieve Amtrak’s Annual Operating Plans and long-term strategic objectives.  


•    Oversees the development and implementation of system-wide operations safety plans and programs designed to reduce injuries and promote safe behaviors.  
•    Oversees the application of and compliance with all appropriate FRA standards and orders, including all CFR requirements to insure the compliant and safe operation of passenger railroad operations 
•    Oversees and directs, from conceptual design to project implementation and close-out, the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of mechanical servicing and system-wide maintenance programs within scope, schedule, and budget expectations.  
•    Oversees assigned business processes within the Mechanical Department and ensures development of the applicable plans, establishment of KPI’s while ensuring adequate resources are assigned. Position is accountable for consistent work activities relating to the systemwide standardization of processes and sharing of best practices.
•    Establishes and maintains internal and external relationships and partnerships required to accomplish business goals and objectives, including multiple labor union contracts.  
•    Effectively guides technical and operating sub-departments in the development, evaluation, and implementation of mechanical servicing programs, systems, policies, practices and procedures which ensure efficient use of resources and adherence to Amtrak business plans.  
•    Oversees the development and implementation of mechanical procedures and quality standards compliant with manufacturer manuals, service and warranty contracts, State Transportation department partner agreements and regulatory requirements.
•    Identifies and directs implementation of continuous improvement efforts using process management, engineering, and statistical methodologies and techniques.
•    Executes against divisional operating and capital budgets and provides program status updates as appropriate.
•    Ensures compliance with business plans and labor union contracts.
•    Partners with Transportation Management to facilitate the safe movement of Amtrak rolling stock to nationwide equipment maintenance centers for repair and scheduled maintenance.
•    Develops strategic business plans by partnering with other departments as appropriate.
•    Leads and develops talent through effective performance management, talent evaluation, and by filling open positions with the appropriate mix of internal promotions and external recruitment to satisfy diversity objectives, near-term performance, and longer-term succession needs; ensures the organization has the necessary outstanding talent to deliver on Amtrak strategic goals; builds team reflecting Amtrak’s diversity initiatives and invests in the growth and development of direct reports and other talent in their organization; actively involved in cross-functional moves and talent planning.
•    Ensure quality standards are met and leveraged throughout the operation
•    Interface with key internal and external customers to provide support as needed to state agencies 


•    Bachelor’s Degree in related field or the equivalent combination of education, skills, and training/experience.
•    15 years’ experience that includes multiple years in a senior level leadership capacity.
•    Relevant, demonstrated progressive management experience in the railway transportation industry. 
•    Demonstrated structured approach to large complex operations management
•    Demonstrated experience with budget and financial controls, industrial relations, service contract negotiations, process evaluations, six sigma, lean and continuous improvement methodology, safety management, and operational line experience in railway mechanical terminal operations or rolling stock maintenance environment.


•    Strong leadership, decision making, and team building skills.
•    Strong organizational and problem-solving skills.
•    Excellent oral and written communication skills in combination to administer effective presentations.
•    Ability to recognize opportunities for change and effectively facilitate change including development of innovative approaches designed to address chronic issues and concerns while garnering support and acceptance of the change effort.
•    Demonstrated knowledge of hospitality or travel industry operations
•    Proficient in applicable railway industry and state and/or federal regulatory requirements, including but not limited to AAR, FRA, EPA, OSHA.
•    Demonstrated knowledge of railway engineering regulatory requirements (i.e. AAR, AREMA, FTA, FDA, and FRA).
•    PC skills including word processing, spreadsheets and presentation software.


•    Master’s Degree in business or a related field
•    Continuous Improvement Certification (ex., Six Sigma)
•    20 years’ experience that includes 5 years in a senior level leadership capacity.


Physical Demands:

•    Constantly or frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks.
•    Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).   
•    Will occasionally be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces.  
•    Will occasionally be in the field working around maintenance facilities and rail yards. 
•    Will be working around, under, and in various types of passenger cars and locomotives.

•    Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
•    Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
•    Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
•    Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles.
•    Frequently handles multiple projects simultaneously.   
•    Frequently subject to travel throughout the country as required (e.g., via airplane, train, automobile).
