SUMMARY OF DUTIES:
Ensure the safety of repair personnel and equipment assigned to this position. Provide technical direction and training to assigned repair forces. Manage the maintenance and repair activities of assigned M/W equipment including the planned maintenance program, overhaul program and unplanned failure response of equipment associated with the High-Speed Track Surfacing Gangs. Develop work orders, requests and material take-offs for equipment scheduled to main or satellite shops. Be accountable to monitor and maintain an accurate inventory of assigned equipment and associated work orders using Maximo database. Provide on site training and guidance with the application of track geometry through software applications utilized by Surfacing Equipment such as Continuous Action Dual Tie Tampers, Ballast distribution & management machines and Track Stabilizers. 

  

ESSENTIAL FUNCTIONS:

Assist in the development and implementation of an effective safety program for assigned personnel, including compliance with Amtrak, OSHA, FRA and EPA regulations
Responsible for ensuring that assigned equipment is safe to operate, load tested and complies with Federal safety standards. Outfit equipment with necessary apparatus to ensure the safety of the public, operating employees and equipment. 
Responsible for assisting the training program ensuring assigned personnel are qualified to maintain equipment to which they are assigned. 
Directly supervises assigned Repairmen and Machine Operators associated with Surfacing Equipment and the application of such over the Northeast Corridor.
Maintains material inventories to support the planned and unplanned maintenance of assigned equipment in the field.
Plan and implement preventative maintenance programs as well as heavy equipment repairs at shops.
Responsible for the operating budget of repair personnel as well as parts to support assigned equipment.
Implement and maintain a strong troubleshooting program among assigned repairmen and equipment operators; audit operator performance with respect to qualifications, equipment start-up, safety check list, RMM logs, general handling of equipment and report findings to gang management.
  

MINIMUM QUALIFICATIONS:

7+ years of experience in maintenance and repair of heavy construction equipment in live track conditions.
Demonstrated managerial experience. 
Experience in managing budgets 
Analytical and problem-solving skills, self-starter requiring little direction 
Demonstrated experience in using PC-based word processing and spreadsheets 
Demonstrated experience in working effectively with multiple inter-disciplinary teams 
Demonstrated experience in equipment maintenance with knowledge of electrical, hydraulic mechanical and pneumatic components and systems of heavy construction equipment. 
Experience in developing work plans to include scope, material take-off and budget 
Experience with labor agreements 
Experience in preparing annual operating budget
  

MINIMUM KSA's:

Self-motivated with highly developed organization and project management skills
Strong analytical skills, willingness to work in a detail-oriented position.
Must be adaptable to changing requirements with demonstrated ability to work under tight time constraints and manage multiple priorities. 
Candidate must possess excellent verbal and written communication skills; proven ability to interface effectively with individuals at all levels within and outside of Amtrak. 
Microsoft Office Suite skills and email software, Maximo a plus.
  

PREFERRED QUALIFICATIONS:

Experience in managing complex programs in an operating environment. 
Demonstrated experience in work and asset management applications, preferably IBM’s Maximo and SAP
Knowledge of, or a demonstrated ability to learn the maintenance of way work environment and related workforce management at Amtrak
Associates Degree in Mechanical Engineering or equivalent combination of education, training and work experience
Must have a High School Diploma or General Educational Development (GED) certificate.
Demonstrated work experience in railroad equipment maintenance (or related field)
  

COMMUNICATIONS AND INTERPERSONAL SKILLS: 
Must have excellent written and oral communication skills.
