SUMMARY OF DUTIES:
The System Operations Duty Officer is responsible for monitoring and managing the operation of  Amtrak and State Supported passenger trains on a 24/7 365 day a year basis. This position is the main point of contact with Host Railroads and other entities when an operational incident occurs that will affect our passengers and becomes the focal point of contact for Amtrak’s Business Lines for coordinating the response to such incidents.  During service disruptions this position assumes a leadership role working in tandem with the Business Lines to develop alternate plans that best serve our passengers. In addition, this position serves as the focal point of communication disseminating information on a regular basis throughout the System.  This position also prepares and broadcasts Amtrak’s ‘A’ Report which is the daily report for the Company of Amtrak performance.

 


ESSENTIAL FUNCTIONS:

  • Develops alternate plans and provides direction to other Teams within System Operations as operational incidents occur to ensure quick and proper resolution of issues.  
  • Takes leadership role during service disruptions working closely with Business Line personnel to develop alternate operating plans that take into account the resolution that will have least impact to our passengers and the System as a whole and not just one Business Line’s area of responsibility.
  • Coordinates and leads conference calls when warranted to resolve operational issues in a timely and efficient manner.
  • Directly responsible for disseminating operational updates throughout the System both verbally, utilizing the Communicator System and composing operating advisories.  
  • Ensures outside agencies are kept abreast of operational situations and is the focal point of contact for NRC

 

 

MINIMUM QUALIFICATIONS:

  • Undergraduate degree in Business, Transportation, Logistics or related field of study OR an equivalent combination of education, training and work experience.
  • Intermediate level experience working in Operations, Business or related field.
  • Ability to act upon incomplete information in a time-critical environment in order to begin developing and implementing recovery plans as soon as service disruptions first occur.
  • Demonstrated aptitude for working with and through a diverse work force at all levels of the organization to achieve a common objective (be it business-as-usual train operations or recovery from a major service disruption)
  • Ability to effectively convey information and instruction to field supervision (trainmasters, road foreman, managers of train operations and others) both verbally and in written form.
  • Proficiency using computer applications such as Microsoft Office suite of business software.
  • Excellent written and oral communication skills.
  • Able to work any shift; 24/7; 365 days per year.

 

 

PREFERRED QUALIFICATIONS:

  • Prior functional experience in train operations, equipment utilization, field transportation management, manpower utilization, stations/customer service.
  • 6-9 years of relevant experience preferred.
  • Thorough understanding of the interrelationship that train operations, equipment and manpower play in providing service to our passengers.
  • Working knowledge of Amtrak’s route structure, operating rules and practices, passenger equipment types and general train makeup characteristics.
  • Working knowledge and/or qualification on any railroad book-of-rules, AMT-2, AMT-3, AMT-4 or AMT-5. Proficiency using computer applications such as Microsoft Office suite of business software.
  • Proficiency using computer Amtrak’s mainframe computer applications such as Arrow and CICS.
  • Practical work experience with Amtrak labor agreements, safety and environmental regulations and applicable federal codes and statutes governing railroad operations.

The salary range is $95,160 - $123,330 for the Lead System Ops Specialist. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
