Job Summary
This position can be based in Wilmington, DE or Philadelphia, PA.
The Facility Manager is responsible for managing and overseeing Amtrak’s physical corporate assets in assigned facilities and stations in the Mid-Atlantic office spaces to improve its core business through providing a safe, clean and comfortable working and experience for Amtrak staff and ensuring the safe and reliable operation of all physical assets. The position is responsible for developing a short, medium and long-term capital maintenance and improvement program for their facilities, as well as planning and project management functions for minor projects. The Facility Manager will provide oversight and assist in coordinating work performed by other Amtrak entities, operation and maintenance vendors and work with procurement in identifying and procuring service contracts to support the facility. This position is responsible for supporting Amtrak’s operations and operational team in identifying, evaluating and resolving operational and programmatic deficiencies within the facility. They will develop periodic maintenance plans to ensure longevity of physical assets in the properties they oversee.
Essential Functions
- Lead and oversee all facilities management operations across multiple properties, including the management of third-party service providers, contractors, and subcontractors.
- Establish and administer facility performance standards, service goals, engineering standards, budgets, and service level agreements (SLAs) to ensure operational excellence.
- Develop and implement best practices for facilities management, including asset management, preventive and corrective maintenance programs, and lifecycle asset strategies.
- Create and manage short-, medium-, and long-term capital plans, asset renewal strategies, and annual budgets to maintain facilities in a state of good repair.
- Ensure compliance with all applicable building codes, regulatory requirements, safety standards, and organizational policies.
- Serve as a key member of the Emergency Response Team and maintain facility emergency preparedness and response plans.
- Provide strategic leadership and technical guidance for facility operations, maintenance, modernization, infrastructure improvements, sustainability initiatives, and energy efficiency programs.
- Review facility designs, equipment specifications, commissioning plans, and construction documents to ensure cost-effective, maintainable, and operationally efficient solutions.
- Manage facility construction, renovation, replacement, and infrastructure projects from planning and design through implementation and closeout.
- Oversee project development activities, including site assessments, design reviews, RFQ/RFP processes, contractor selection, and construction coordination.
- Conduct facility inspections, monitor work in progress, evaluate vendor performance, and resolve operational deficiencies and emergency issues.
- Track, analyze, and report on vendor performance metrics, holding service providers accountable for achieving quality, cost, and performance targets.
- Collaborate with cross-functional stakeholders to ensure consistent implementation of facilities standards and alignment with business objectives.
- Build and maintain effective relationships with landlords, tenants, contractors, vendors, regulatory agencies, and internal stakeholders.
- Participate in project meetings, site surveys, assessments, design reviews, pre-construction activities, and construction oversight as required.
- Perform additional duties, special projects, and assignments as requested by leadership.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Seven years of related work experience in managing a large complex facility and all maintenance activities.
Preferred Qualifications
- Master's Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
- Relevant experience in the transportation and/or railroad industry.

Certified Property Manager or Certified Facility Manager.
- Experience developing a facility management and/or capital maintenance and/or improvement plan for multiple facilities on a national platform.
Knowledge, Skills, and Abilities
- Knowledge of facilities management, design and construction disciplines.
- Proven management experience and leadership abilities. Ability to manage multiple projects with competing priorities and deadlines.
- Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers.
- Superior quantitative and analytical skills
- Excellent interpersonal and communication skills (oral, written)
- Previous experience managing a large complex facility, directing a third party maintenance provider, and management of individual service and maintenance contracts.
- Highly proficient with desktop computing, Knowledge of Microsoft Office Suite including MS Project, PowerPoint, Excel and Word)
- Ability to be on-call and respond to for emergency situations.
Environmental Conditions/Physical Demands
- Ability to work in a fast-paced, time sensitive environment with frequently changing priorities, tasks and deadlines. Frequently manages multiple projects simultaneously.
- Ability to communicate, comprehend, and respond to verbal statements and instructions, both orally and in writing. Ability to work under pressure.
- Frequently resolves issues with conflicting priorities in cognitively demanding situations.
- Constantly, or frequently, uses a computer, monitor, keyboard, mouse and other related electronic equipment and software to perform a variety of tasks.
- Ability to work in an office building environment. Ability to work in a remote location with access to wireless internet and phone while outside of the office or traveling on business.
- Ability to walk throughout all parts of transportation facilities and mechanical yards wearing personal protective equipment when necessary.
The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
