Job Summary
This position will lead the Operating Rules group in gathering, tracking, and analyzing safety and rule compliance data to support the creation and tracking of related mitigations. They will provide technical oversight, guidance, and support to company operations to enhance workplace safety and reduce regulatory compliance risks involving technologies such as Enhanced Employee Protection, Limits Compliance and Collision Avoidance, Train Control Systems, and other human factor mitigations. They will assist staff responsible for developing safety and operating rules in accordance with Federal Railroad Administration and Occupational Safety and Health Administration regulations, Amtrak Policies and Procedures, and host railroad instructions.
Essential Functions
- Support investigations at various levels to ensure that standards are being followed and evidence captured appropriately.
- Assist in documenting, tracking, and analyzing data related to safety and rule violations.
- Engage with SD&O, CapD, DT, and other Safety Department groups on safety and rule violation mitigation initiatives.
- Track actions, plans, and projects to address trends and reduce safety and operating rule violations.
- Assist in developing, monitoring, and administering policies, procedures, and programs to ensure safe performance by operating employees, complying with company and FRA/NTSB/OSHA regulatory requirements.
- Manage the content, file structure, and document distribution of Amtrak’s Safety and Operating Rules and other related instructions.
- Implement rigorous revision control to keep documentation current and organized.
- Collaborates with outside agencies and internal partners such as the System General Road Foreman or System General Trainmasters, as well as Division leadership and third-party contractors for the territory assigned to ensure clarity and compliance of rulebooks, manuals, and regulatory information.
- Coordinate with Training on rule and policy changes.
- Work in partnership with the Safety & Security team and Operations for continuous operational safety enhancements.
- Assist in issuing Bulletins, Notices, and Special Instructions as needed.
- Provide administrative support to the Operating Rules and Certification group.

Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 7 years of relevant work experience.
Preferred Qualifications
- Bachelor’s Degree in business administration, public administration, operations management, railroad operations, or industrial engineering or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
Knowledge, Skills, and Abilities
- Knowledge of passenger railroad operations across transportation, mechanical, and engineering departments
- Familiarity with Amtrak infrastructure, rolling stock, and other equipment
- Strong organization, budgeting, and planning skills
- Experience demonstrating skill using PC-based word processing, spreadsheets, presentation software (e.g., Word, Excel, PowerPoint)
- Experience in data analytics and data visualization software (e.g., Power B).
- Strong communication skills in writing, speaking, negotiation, project management, and presentations
- Experience with federal regulations regarding railroad operating rules and instructions.
Preferred:
- Extensive knowledge of Amtrak’s operating rules, manuals, and bulletins
- Working knowledge of federal regulations pertaining to FRA 49 CFR parts 213, 214, 217, 218, 225, 234, 238, 240, 242, 243
- Working knowledge of federal regulations pertaining to OSHA 29 CFR parts 1910 and 1926
- Extensive knowledge of Amtrak’s SPARTN system and other systems, such as EERS, MERS, and/or TDRS.
- Management experience over engineering, transportation, or mechanical department employees.
- Knowledge and experience in technology-based initiatives that reduce risk and human error.
- Superior organizational, administrative, and computing abilities
- Proficiency in PC-based software for word processing, project management, spreadsheets, and presentations, facilitating effective business communications and analysis
- Experience with Project Management or PMP Certification
- Proficiency in Utilizing Document Management Systems (e.g., Comply365, Paradigm) to organize, store, and manage technical documents.
Environmental Conditions/Physical Demands
Work is performed primarily in a typical indoor office setting, operating typical business-related office machines. Occasional, moderately strenuous work is required when walking, lifting, bending, and stretching to perform non-routine tasks within the office environment. Occasional lifting of approximately 25-pound cases of office supplies or plans.
The salary range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
