Summary of Duties:

 

The Manager of Workforce Planning and Analytics will be required to align OBS and Stations hiring functions with system needs and to standardize the hiring process.

The incumbent will support the Director Workforce Analytics, Sr Director Workforce Management, and VP Customer Service in monitoring and maintaining  manpower needs, and provides vacancy forecast for Customer Service; along with other administrative task.

This role is critical in ensuring staffing needs are met to maintain operations and services, managing the headcount of about 3200 agreement employees.

The majority of offers made on Assistant Conductor positions are to employees in OBS; monitoring these vacancies and preparing/processing these positions for backfill will be on of the primary function of this role.”

 

Essential Functions:

 

Monitors and maintains manpower vacancies and position logs across the business unit.

Gathers and prepares vacancies and headcount forecast requests from each department for the division,

Monitor and support the quality planning by tracking corrective actions along with root cause analysis updates of OBS and Stations quality processes.

Interacts with all levels of staff as a team to create and consolidate information to support the departmental goals, budget and forecasts.

Skill set & analytical background to represent business unit at high level of leadership, works with internal departments (i.e. Human Resources, Finance, Training)

Set agreements to adequately respond to issues to ensure consistency when handling.

Monitor and support the LMS Labor Management System and workforce timekeeping systems to assure employee position control.

 

 

MINIMUM QUALIFICATIONS:

  • Demonstrated years of experience in a business setting
  • Proven supervisory experience and ability to guide and support members of the assigned unit in achieving goals consistent with departmental and corporate programs within budgetary constraints.
  • Experience in Human Resources functions and ability to interpret HR and work policies and procedures.
  • Experience understanding manpower requirements and labor budgets
  • Knowledge of contractual bargaining agreement (CBA) and 
  • 9+ years of relevant experience preferred; 7 years of relevant experience required

 

 

PREFERRED QUALIFICATIONS:

  • Years preferred experience.
  • Bachelor’s Degree.
  • Experience in a large, corporate-level financial planning environment.

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.
