SUMMARY OF DUTIES
The Ops Tech Management organization supports Engineering and Mechanical. This includes ongoing support once new products are deployed and support of existing products during the transition to the new technology. The Program Manager is responsible for the delivery of large high-risk programs, with multimillion-dollar cost impacts and multi-year delivery schedules. The programs may encompass sub-programs, multiple projects and workstreams, cross-departmental interfaces, multiple technologies, geographies, and assets. Individuals in this role work independently with some indirect supervision and have direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff,


ESSENTIAL FUNCTIONS:

  • Build strong relationships within Amtrak to understand the business challenges and opportunities
  • Create a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions
  • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of Amtrak
  • Develop and implement long-term goals and objectives to achieve the successful outcome of the program
  • Develop an annual budget and operating plan to support the program, manage the project finances and project status reporting
  • Provide performance analytics on the program for stakeholders
  • Monitor and approve all budgeted program expenditures
  • Drive continuous process improvement
  • Adheres to Amtrak Enterprise Project Management methodology
  • Coordinate multiple project teams, vendors, and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within the assigned programs and overall portfolio 
  • Establish Program Governance and Controls structures to enable effective escalation and decision-making processes. 
  • Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions  
  • Identify, document, and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes 
  • Identify and manage the assessment of major changes to scope, schedule, and budget through the appropriate Program and Enterprise governance approval mechanisms 
  • Hire and mentor junior-level Project Management staff and matrixed team members and provide guidance on adherence to the Project Management practices. 
  • Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate control mechanisms 
  • Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators   
  • Identify and evaluate the risks associated with program execution and work across the organization to establish and monitor mitigation plans 
  • Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations 
  • Identify efficiencies and present recommended improvement opportunities at various levels of management. 
  • Responsible for 'Position Management' for Mechanical & Engineering, Yard workflow management, Wayside detector technologies, Advance data analytics and optimization
  • Works closely with business partners to deliver above-listed ops. mgmt. systems projects according to approved technology strategy and roadmap.
  • Partner with other teams to deliver other products to the Ops Department, ensuring all products are delivered in a seamless user experience as expected by the business


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree with a minimum of 7 years of relevant experience, or any combination of relevant education and experience
  • Strong project and program management skills
  • Strong focus on collaboration, team building, and customer service
  • Highly motivated and self-directed
  • Strong customer service orientation
  • Able to exercise independent judgment and take action on it
  • Excellent analytical, mathematical, and creative problem-solving skills
  • Logical and efficient, with keen attention to detail
  • Ability to effectively prioritize and execute tasks while under pressure
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
  • PMP and PgMP certification
  • Extensive practitioner experience with project and program management

 

PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:

  • Railroad experience (preferred)
  • Data analytics project experience (Preferred)
  • Must have work authorization in the United States
  • Graduate Degree
