SUMMARY OF DUTIES:
The Senior Manager Equipment Training is responsible for the development, implementation and management of all equipment training. This hands on training initiative is designed to manage equipment demonstrations and to deliver hands on specific equipment training for railroad maintenance and construction operations.  

 

ESSENTIAL FUNCTIONS:

  • Responsible for the management of equipment trainer/examiners including scope, schedule, budget, administrative functions, etc.
  • Manages the development and implementation of Master Training Plan/Program for skills enhancement of equipment and vehicle operations.
  • Coordinates all M/W field-training activities including quality assurance functions to ensure compliance with all published policies, standards and procedures.  
  • Develops, implements, maintain and chairs committees for standardization of equipment and vehicle training and testing programs including materials, manuals, presentation methods, testing mechanisms, efficiency, standards, etc.
  • Investigates and resolves inquiries/complaints relating to field training activities and provide information to other Amtrak groups for their use in dispute resolution. 
  • Maintains Equipment mandatory qualifications and develops new qualification testing as necessary per national safety standards.
  • Coordinates training at facilities and with applicable equipment to ensure students have hands on experience.
  • Works with manufacturers to maintain an equipment library for each piece of machinery.
  • Partners with external vendors to deliver training such as crane training, CMV/CDL, etc. 
  • Responsible for partnering with engineering management to develop needs analysis for upcoming training requests.
  • Assures compliance with training requirements described in Thornton and McLaurin Consent decree. 
  • Serves as a subject matter expert in the development, review, evaluation, and revision of training programs for compliance with current statutory/regulatory requirements, documented practices, technology, operational needs, and other requirements. 
  • Coordinates with other staff performing program development and/or perform program development work as required. 
  • Conducts observations of programs and/or deliver pilots of new or updated programs, and provide documented feedback to the development process.
  • Works with System Safety to ensure training programs align with relevant Safety Regulations and Amtrak Safety Standards.


MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Electrical, Civil, or Mechanical Engineering, Business, Education Construction or related field, or the equivalent combination of education, training, and experience.
  • 9-12 years of relevant experience preferred.
  • Experience in technical instruction and the preparation of technical training materials.
  • Experience with federal codes and regulations.
  • Strong technical writing and public speaking skills.
  • Demonstrated understanding of Adult Learning Principles. 
  • Extensive experience in the railroad industry.  Demonstrated experience in administration, planning and scheduling and contract and labor agreements management.  
  • Demonstrated experience in using Amtrak’s business, operations and financial systems.
  • Excellent verbal and written communication, organizational, collaborative, and relationship building skills. 
  • Demonstrated experience in railroad operation planning for construction and maitnenance.
  • Demonstrated experience in the preparation of technical training materials as they apply to equipment training.
  • Demonstrated management experience in a matrix organization.
  • Demonstrated knowledge of maintenance, operational, and construction practices specific to the railroad industry. Thorough knowledge of applicable Federal, State and local rules and regulations.
  • Demonstrated profiency in 49 CFR 214 and OSHA regulations.
  • Demonstrated proficiency in Microsoft Excel, Access, PowerPoint, 
  • Proficient or capable of learning Primavera, Work Element Explorer, and other in-house software utilized by Amtrak. 
  • Must be able to motivate others and drive for results.      


PREFERRED QUALIFICATIONS:

  • Masters Degree  in Business, Education or Engineering.
  • Experience working in railroad and construction maintenance.
  • OSHA Certification - 10 hr. General Industry.
  • Operating Rules Qualified.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $119,410 - $154,760. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
