Directs the deployment and maintenance of MW equipment and vehicles under direction of the Director Production Equipment.  Responsible for integration of support services for staff and division engineering groups that support the Amtrak business plan.




  • Direct oversight for equipment inspection, maintenance, modification, enhancement, and repair programs and provides diagnostic and  troubleshooting expertise in order to increase equipment availability and reliability.
  • Provide input and make recommendations for equipment maintenance planning (short-term and long-term) and assist in providing reports on equipment reliability, mean time between failures, mean miles between failures and availability.
  • Performs ad hoc analysis to improve material consumption, accountability, and reporting.
  • Collaborates with various departments to enhance production and efficiencies.
  • Promotes an atmosphere of strategic and creative thinking in order to achieve Amtrak's goals to ensure equipment needs are met at the Maintenance Facilities.
  • Demonstrated management experience in a railroad environment with significant experience with equipment maintenance and overhaul programs.
  • Generates and analyzes results against key performance goals, operating ratios and production schedules, as well as other data to assess performance results, operating results, and production schedules.
  • Consults and collaborates with all operating areas and Equipment Engineering Department to insure equipment failure trends are forwarded to find improvements for equipment reliability. 
  • Develops, implements and maintains an ongoing communication plan for the facility operations to enhance end user’s awareness and functionality concerning technical specifications, equipment maintenance policies and procedures, safety issues, material issues, mechanical issues, etc.
  • Develops, tracks, and monitors maintenance, campaigns, modification and enhancement of rolling stock equipment in accordance with all Amtrak and regulatory requirements.
  • Perform as liaison between RSE, Contractors, Process Engineering, Quality Assurance, local management to ensure common strategic goals are accomplished as well as provide technical feedback from managers and contractors.
  • Track and provide reports detailing the execution of all work orders for rolling stock equipment including planned, corrective, preventive maintenance and modification completion. Equipment failure repeater tracking and close out.
  • Reviews daily reports to ensure all inspection and work order results are properly recorded in WMS with attention to conditions found, performance measurements taken/recorded, symptoms noted, and inspections completed and/or deferred. Relays information as required.
  • Tracks and monitors availability and reliability metrics and promptly evaluates problem areas and recommends solutions to Superintendent Mechanical.
  • Initiates and supports root cause analysis for troubled systems.
  • Actively participate in equipment related process focus teams and process action teams and collaborate with local management to develop future strategy.
  • Provides oversight and direction on Food and Drug Administration regulatory policies and the associated internal equipment cleaning standards established by Amtrak’s Mechanical and Public Health Departments.
  • Participates with Public Health inspectors relating to equipment standards and monitors performance results for future maintenance initiatives.
  • Participates with Environmental inspectors relating to equipment standards and monitors performance results for future maintenance initiatives.




  • Bachelor’s degree in Engineering or related field or equivalent combination of experience, education, and skills in lieu of degree.
  • Nine or more years of relative work experience.
  • 13 or more years of relative work experience without Bachelor’s degree.
  • Demonstrated experience developing and managing maintenance programs.
  • Demonstrated engineering experience working on machinery in an industrial, marine, railroad, or plant environment.
  • Demonstrated leadership/management experience.
  • Demonstrated experience managing complex programs in a high-paced operating environment.
  • Knowledge of accepted industry quality standards and regulatory requirements.
  • Demonstrated knowledge and experience related to safety program methodology and its application.
  • Solid leadership and decision-making skills.
  • Demonstrated problem solving and analytical skills.
  • Proficient oral and written communication skills in combination to administer effective presentations.
  • Ability to effectively interface with all levels of management including executives providing analysis results and suggestions for change.
  • PC skills including word processing, spreadsheets and presentation software.
  • Working knowledge of equipment systems with problem solving skills for both Locomotives and Cars.
  • Extensive knowledge of Mechanical and Train Operations.
  • Ability to learn new tasks (both complex and routine) in a fast paced environment with frequently changing priorities.
  • Excellent written/oral communication skills.
  • Flexibility to work extended hours if required.
  • Demonstrated data management and analytical experience.




  • Knowledge of FRA, FDA, AAR, ADA, EPA, and OSHA Standards and Regulations.
  • Knowledgeable in railway and rail transit rolling stock.
  • Demonstrated supervisory experience in an operating environment.
  • Demonstrated experience in diagnosing and troubleshooting electrical and/or mechanical systems.
  • Demonstrated experience and/or working knowledge of the contractual aspect of equipment maintenance.
