SUMMARY OF DUTIES:

The Senior Manager, Central Reporting & Compliance is responsible for the strategic design, development, and advancement of the accident/incident reporting function for Amtrak (49 CFR Part 225). This role provides leadership and guidance for Amtrak’s accident/incident internal and external reporting procedures, policies, and regulatory reporting interpretations. Responsible for the continuous improvement of regulatory reporting policies and procedures to Tachieve and improve compliance and safety reporting excellence for accidents/incidents at Amtrak. Audits, documents, and reports on the corporation’s compliance of reporting accidents/incidents and acts as Amtrak’s Safety Reporting Officer for the FRA. Works to proactively mitigate risk by developing and presenting organization wide injury statistics, incident/injury/illness reports, trend analyses, and risk mitigation strategies. Assists in the continuous improvement of Amtrak’s System Safety Program Plan and oversees various 49 CFR Part 270 responsibilities assigned to Central Reporting staff. Collaborates internally and externally on large scale safety projects.

 

ESSENTIAL FUNCTIONS:

  • Oversees and ensures the continuous improvement of the accident/incident reporting function
  • Acts as Amtrak’s Safety Reporting Officer to the Federal Railroad Administration (FRA)
  • Responsible for monitoring and issuing updates to Amtrak’s Internal Control Plan (ICP)
  • Conducts comprehensive Internal audits of Amtrak’s 225 reporting functions
  • Prepares for, assists with, and creates Corrective Action Plans for Congressionally Mandated 49 CFR part 225 audits of Amtrak
  • Develops strategies in collaboration with APD Data Analytics for injury/incident analysis and trends to proactively mitigate risk
  • Assists in the development of mitigation strategies for areas to be determined of unacceptable risk and/or negative trending
  • Develops and establishes corporate-wide accident/incident reporting policies and procedures
  • Monitors and assists in incident/injury reporting policy and procedure implementation
  • Guides Amtrak managers on regulatory reporting requirements and develops strategies to correct reporting deficiencies, violations, and mitigate fines
  • Provides technical assistance, training, and support for accident/incident reporting compliance
  • Review laws and regulations to identify and interpret regulatory reporting requirements, and update procedures, as needed
  • Manages the day-to-day activities of the Central Reporting Office and staff
  • Manages/Coordinates Amtrak’s response to FRA and NTSB requests for information regarding investigations and safety recommendations
  • Participates in and provides guidance in Safety Reporting System planning committees to determine and prioritize future processes
  • Develops processes to provide accident/incident data to state partners for compliance with 49 CFR Part 270
  • Collaborates with and provides support to various other Amtrak departments during FRA audits (Drug & Alcohol, 217.9 Operational Tests and Inspections)
  • Participates in various 49 CFR Part 270 activities such as state partner, host railroad, Transport Canada and FRA collaboration meetings, creates and reviews safety policies and provides additional support as needed
  • Responsible for the Central Reporting Budget
  • Manages special projects as assigned

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree required or equivalent combination of education, training and/or relevant experience may be considered in lieu of a degree 
  • 9 or more years of relevant work experience required
  • Experience managing projects, programs and/or teams in a railroad environment
  • Experience in developing/analyzing internal controls of large operating/reporting systems

 

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong analytical and problem-solving skills
  • Experience interpreting and applying complex regulations
  • Excellent written and verbal communication skills, confident in the presentation of technical data and information to Senior Leaders and Executive staff
  • Proficient in Microsoft Office Suite (Word, Outlook, PowerPoint, Excel, Visio).
  • Ability to utilize Microsoft SharePoint, SAP Business Objects, Tableau and similar programs.
  • Technical knowledge working with an Enterprise system
  • Understanding of FRA 49 CFR Part 225
  • Understanding of FRA 49 CFR Part 270

 

PREFERRED QUALIFICATIONS:

  • 11 or more years of relevant work experience preferred
  • Experience working with regulatory agencies such as FRA or FTA
  • Experience with 49 CFR Part 225 Reporting as an analyst or reporting officer
  • Experience in organizational research and process improvement preferred
  • Proven effective presentation skills to large audiences including senior and executive leadership
  • Experience in Safety Management System (SMS)
  • Industry Safety Certifications (ex. TSSP or PTSTCP)

The salary/hourly range is $135,800 - $176,040.  Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
