Job Summary

This position is responsible for direct supervision of T&E Crew Management Representatives and Administrators within a centralized CMS office. Responsible for the accurate position control of 3500 Train & Engine employees with a total operating cost of $400,000,000 annually. Communicates with T&E field management, labor relations and union leadership to manage the day-to-day T&E operation. Lead a dynamic team responsible for overseeing the scheduling, deployment, and management of train crew members to ensure the safe and efficient operation of rail services. Manage strategic planning, resource allocation, and effective communication to optimize crew utilization and maintain high service standards.

Essential Functions

  • Develop and implement crew schedules to ensure coverage for all train services, aligning assignments with service demands.
  • Monitor crew performance and adherence to protocols, providing coaching and support to enhance productivity.
  • Efficiently manage crew resources, adjusting staffing levels as needed while adhering to budgetary constraints.
  • Ensure compliance with regulatory requirements and implement safety protocols to promote a culture of safety among crew members.
  • Identify opportunities for improvement in crew management operations, implementing innovative solutions to enhance efficiency and effectiveness.
  • Directs the Crew Management operation and all processes related to supporting the operation.  
  • Responsible to review, recommend, and implement all crew changes necessary for the efficient operation of trains throughout the country, including working a desk when necessary.  
  • Responsible to manage day to day operational processes and the assignments of all 3500 T&E employees. Plays a vital role in the formation of crew couplets. 
  • Responsible for developing staff through training and mentoring. 

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 6 years of relevant work experience.
  • Experience in working with multiple team members and senior staff.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 8 years of relevant work experience.

Knowledge, Skills, and Abilities

  • Experience in crew management or related transportation roles
  • Comprehensive understanding of crew scheduling principles, labor regulations, and operational logistics
  • Strong leadership and team management abilities to motivate staff and uphold high performance standards
  • Excellent communication and interpersonal skills for effective interaction with stakeholders
  • Analytical mindset focused on problem-solving and decision-making
  • Must have thorough knowledge of the operating agreements.
  • Must be able to manage, train and motivate a union workforce. 
  • Must be flexible with regard to work hours and on call availability.
  • Be able to work long hours in the event of a service disruption or during peak operation periods. 
  • Demonstrated ability to improve work processes in their department, business units and functional areas in support of the strategic plan. 
  • Able to communicate well with senior management both orally and in writing.

Environmental Conditions/Physical Demands

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
