Job Summary
Provide technical, logistical, and administrative support to the assigned geographic region Assistant Division Engineers in the Sub-Division to ensure efficient and cost-effective management of infrastructure construction, maintenance, and inspection. Work in both office and field settings, including night operations, collaborating closely with gang supervisors and Transportation Management in all weather conditions.
Provides technical, logistical, and administrative support to the Track and Structures Deputy Division Engineer Southwest for the efficient and cost-effective management of construction, maintenance, and inspection projects. This includes ensuring that maintenance, construction, and regulatory inspections are completed on time and per scope. Daily tasks will include responsibilities in both the office and the field in all types of weather conditions to support a 24/7 operation.
Manage Amtrak/LOSSAN capital projects across California and Arizona at stations and facilities.
Essential Functions
- Coordinate night work activities within IMCS (Infrastructure Maintenance & Construction Services), ensuring adherence to outage requirements for maintaining OTP (On-Time Performance).
- Provide 24/7 support for planned work and emergencies.
- Monitor field activities to enforce safety protocols, driving safety culture improvement and preventing injuries.
- Ensure regulatory inspections' timely and high-quality performance through field oversight.
- Assist supervisors with injury support, including transportation and documentation.
- Observe field activities to ensure conformance with safety protocols. Implement corrective action for activities that do not conform to safety and production standards. Report observations to Senior management and aid in driving improvement in the overall safety culture. Implements safety work plans for the prevention & elimination of personal injuries and hazardous conditions on Amtrak property and the right-of-way.
- Ensure all regulatory and needed inspections are performed on-time and at an elevated level through observations in the field. Correct deficient performance in this area and advise Senior management when necessary.
- Develop potential capital project lists with scope- and estimates; when funded develop procurement packages, schedules, and contractor bid documents.
- Monitor the condition of Track and Structures assets throughout the Southwest Division to ensure the infrastructure meets or exceeds all current Amtrak standards and complies with all relevant regulatory requirements. Advise Senior management where capital renewal programs should be planned prioritizing locations for “state of good repair” projects and programs.
- Requests and monitors the status of procurement for all material and services, and ensures the proper delivery, storage, and installation of materials as well as the performance of any contracted services. Ensure adequate stock of material is available for repairs. Plan installations and coordinates work activities with other crafts and transportation.
- Communicate with Senior management and supply technical support in the field for all inspection, maintenance, and construction activities. Available 24/7 to respond to emergencies and interruptions to the operations. Support planned work on weekends and nights in the field.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 6 years of relevant work experience.
- Must be qualified with MW1000
- Must have strong working knowledge with: BMWE, IBEW and SMART labor agreements, FRA Regulations, RWP, GENERAL CODE and Physical Characteristics
- Demonstrated supervisory experience and must be able to work with all levels of employees and both external and internal customers. Must be experienced in working closely with outside agencies, such as FRA, PUC, NCTD, UP, BNSF, LOSSAN, SCRRA, State and Local Cities.
- Strong leadership needed, encompassing effective communication, motivation, and team building/team performance skills.
- Demonstrated knowledge and applied experience in railroad operations, mechanical functions, operating rules, and divisional operating processes and procedures.
- Demonstrated knowledge of project management including scheduling, budgeting, estimating, and coordinating efforts with other technical disciplines.
- Demonstrated skills and experience with MS Office, creating spreadsheets, presentations, memorandums, and using other applications to perform job functions.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 8 years of relevant work experience.
- Licensed Professional Engineer or ability to acquire.
- Strong ability in FRA Safety Standards and Regulations application.
Knowledge, Skills, and Abilities
- Proficient in interfacing with employees at all levels and collaborating across IMCS and Transportation Departments.
- Skilled and experienced in MS Office, including creating spreadsheets, presentations, and memorandums.
- Demonstrates expertise in railroad infrastructure inspection, maintenance, and construction, with basic knowledge of related crafts.
- Knowledgeable in railroad operations, operating rules, and divisional processes, including track and OCS outages.
- Familiar with Federal Railroad Regulations, including Roadway Worker Protection.
- Must be skilled and experienced with Ariba On Demand and all MS Office software, creating spreadsheets, databases, presentations, tracking projects, memorandums, and using other applications to perform job functions.
- Demonstrated experience in all sides of track/structures inspection, maintenance, and construction as well as working knowledge of other crafts involved.
The target salary for the Sr Field Engineer position is $122,000.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
