Job Summary

Amtrak is delivering one of the most significant and complex rail infrastructure programs in the nation—the multi-phased Sawtooth Bridges Replacement Program, executed through a CMAR model consisting of major bridge replacements, heavy civil works, and integrated rail systems. Under the direction of the Project Director, the successful candidate will lead and oversee construction activities, ensuring compliance with Amtrak standards, FRA regulations, and project requirements for safety, quality, budget, and schedule. The role supports delivery of capital programs that enhance system safety, reliability, and capacity.

Responsibilities include managing construction within active rail operations; coordinating contractors, consultants, and stakeholders; and reviewing and approving SSSWPs, track outage plans, and force account resources. The position also oversees constructability, field execution, change management, and project closeout while promoting strong safety performance and best practices in construction management.

Essential Functions

  • Provide oversight of construction activities, ensuring compliance with Amtrak standards, FRA regulations, safety requirements, project scope, budget, and schedule.
  • Manage contractor and CM staff performance to ensure adherence to contract documents, technical specifications, and operational constraints.
  • Review and approve Safety Site-Specific Work Plans (SSSWP), track outage plans, and force account resource requests to ensure compliance, safety, and operational readiness
  • Coordinate closely with Amtrak departments and external agencies (e.g., NJ Transit, PATH, Conrail) to resolve field issues
  • Review RFIs, submittals, change orders, cost estimates, and contractor invoices to ensure accuracy and alignment with project scope.
  • Review and participate in constructability reviews of design packages, work plans, and staging/sequence strategies to ensure safe integration with active rail operations.
  • Coordination of track outages, force account support, labor clearances, and access planning in collaboration with Amtrak operations and workforce management.
  • Enforce Amtrak safety policies and procedures, including roadway worker protection, job briefings, and compliance with Safety Site-Specific Work Plans (SSSWP).
  • Conduct regular field inspections and safety audits, including oversight of night and weekend work, to ensure safe and compliant execution.
  • Facilitate coordination meetings, constructability workshops, and stakeholder reviews to align work plans with operational and project requirements

Knowledge, Skills, and Abilities

  • Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
  • Demonstrated project management and supervisory experience
  • Demonstrated planning, scheduling, budget, and finance/cost control experience
  • Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
  • Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities 

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 7 years of prior relevant experience required.
  • Plus, 9+ years of relevant experience preferred

Preferred Qualifications

  • Extensive construction project management and supervisory experience
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance
  • Knowledge of applicable labor agreements sufficient to ensure compliance
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions
  • Extensive experience in railroad maintenance and construction
  • Bachelor's degree in civil engineering or related field 

Environmental Conditions/Physical Demands

  • Combination of Office and field environment.
  • Position is subject to respond to emergencies in all weather conditions 24/7.
  • Travel to project sites is required, expect to travel on company business 60% of any given month.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
