Job Summary

The Senior Manager Capital Construction provides senior leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for providing management support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the entire program within Amtrak-owned and/or maintained right-of-way, including track, bridges, buildings, signals and communications and electric traction facilities.

Essential Functions

  • Lead construction management team and coordinate with Engineering Department resources. Has the overall responsibility for the planning, coordination, integration, execution and tracking of Hudson Tunnel Project, including technical or engineering management requirements to support the efficient operation of a specific function or department.
  • Responsible for all project management functions including design, review resource planning, provide information for scheduling and integration, implementation, cost control, reports and closeout with respect to construction of infrastructure, overhead catenary structures, signals and communication, track, and other related work within Hudson Tunnel Project limits. 
  • Develops and fosters interpersonal relationships and provides guidance, direction and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of assigned projects are properly managed and controlled
  • Responsible for the implementation of technical standards, policies, and procedures relating to the Hudson Tunnel Project
  • Assists with the development of scope, schedules, estimates, and cost-control measures for both short and long-term resource planning relating to the Hudson Tunnel Project. 
  • Ensures effective utilization of Amtrak Program Management staff and force account labor.  Responsible for the development, planning, budgeting, coordination, and scheduling of resources required to accomplish construction of the Hudson Tunnel Project. 
  • Builds and maintains relationships with internal and external stakeholders to accomplish objectives and provides timely and effective communication of capital program status. 
  • Directs the planning of Hudson Tunnel Project to ensure the efficient use of resources and adherence to Amtrak’s business plan. 
  • Responsible for the integration of capital construction projects to ensure timely completion of the overall Hudson Tunnel Project. 
  • Thoroughly understanding of SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain construction contractor and project schedule. 
  • Oversees the development and implementation of construction-related safety plans and programs driven at all levels with specific goals and objectives to reduce injuries for all related projects.

Knowledge, Skills, and Abilities

  • Prior satisfactory job performance.
  • Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
  • Demonstrated experience developing, planning, coordinating, and schedule Force Account Resources.
  • Demonstrated project management and supervisory experience
  • Demonstrated planning, scheduling, budget, and finance/cost control experience
  • Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
  • Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget
  • Extensive experience in infrastructure improvement planning
  • Experience managing employees; strong ability to mentor other employee
  • Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements.
  • Establish and maintain cooperative and effective working relationships with superiors, peers, and subordinates across the organization.
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities
  • Demonstrated experience in managing complex programs in an operating environment
  • Must have excellent oral and written communication skills
  • Extensive construction project management and supervisory experience
  • Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance
  • Knowledge of applicable labor agreements sufficient to ensure compliance
  • Knowledge of Union Workforce and labor contracts
  • Strong interdepartmental leadership with the ability to identify problems and develop solutions
  • Experience with or working knowledge of Construction Management, railroad track, structures, facilities, signals, overhead catenary structures, and other relevant elements
  • Extensive experience in railroad maintenance and construction

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
  • 9 years of prior relevant experience required

Preferred Qualifications

  • 11+ years of relevant experience preferred
  • P.E. preferred but not required.

 

Work Environment

  • 4 days in the office ( 1 Penn ), 1 day remote

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
