Job Summary

Reporting to the Director, Portfolio Management - Systems, the Senior Program Manager is responsible for leadership and delivery of Amtrak's System Infrastructure Renewal Portfolio, including State of Good Repair (SOGR) capital programs performed across the Northeast Corridor. The portfolio is primarily focused on track infrastructure renewal, production structures, and select electric traction initiatives. The Senior Program Manager leads a team of Program Managers and Senior Project Managers and is accountable for portfolio performance, resource management, capital planning, and successful delivery of projects and programs in support of Amtrak's strategic objectives. This position ensures projects are delivered safely, within scope, on schedule, within budget, and in compliance with applicable regulations and engineering standards.

Essential Functions

  • Lead, mentor, develop, and evaluate a team of Program Managers and Sr Project Managers responsible for delivery of the System Infrastructure Renewal portfolio.
  • Direct planning, prioritization, execution, and closeout of capital projects and programs supporting Amtrak's State of Good Repair objectives.
  • Provide portfolio-level oversight of scope, schedule, budget, risk, quality, and safety performance across assigned programs and projects.
  • Partners with Engineering, IPRC, IMCS, Finance, Procurement, and Project Controls to establish delivery strategies, optimize resource utilization, and resolve project constraints.
  • Monitor portfolio performance and implement corrective actions to address risks, issues, and emerging business needs.
  • Lead capital planning, forecasting, funding utilization, and reporting activities for assigned projects and programs.
  • Ensure compliance with Amtrak project management standards, FRA regulations, engineering requirements, and safety procedures.
  • Foster strong relationships with internal and external stakeholders to advance program objectives and support continuous improvement initiatives.

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 9 years of prior relevant experience required
  • 11+ years of prior relevant experience preferred

Preferred Qualifications

  • Bachelor's Degree in Engineering, Construction Management, Project Management, Business Administration, or related field.
  • Experience managing railroad infrastructure programs involving track, structures, electric traction, or maintenance-of-way assets.
  • Experience delivering State of Good Repair (SOGR) capital programs.
  • PMP certification or equivalent project/program management credential.
  • Qualified, or able to become qualified, in MW1000, NORAC, RWP, and applicable Amtrak safety programs.

Knowledge, Skills, and Abilities

  • Demonstrated experience leading teams responsible for large, complex capital programs and projects.
  • Strong leadership, employee development, team building, and performance management skills.
  • Advanced knowledge of project and program management principles, including scope, schedule, cost, risk, quality, and resource management.
  • Strong understanding of capital budgeting, forecasting, and portfolio management practices.
  • Ability to effectively manage multiple priorities in a fast-paced operating environment.
  • Excellent written, verbal, analytical, and presentation skills.
  • Ability to build partnerships and influence decision-making across multiple organizational levels.
  • Strong safety focus and commitment to continuous improvement.
  • Valid driver's license.

Environmental Conditions/Physical Demands

  • Combination of office and field environment.
  • On-site with 4 days required on Amtrak property and up to 1 day remote/wk.
  • Travel up to 25% of the time may be required.

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
