Job Summary:

The Senior Manager, Engineering – Asset Policy & Renewal role is responsible for supporting the development, implementation, and maintenance of Capital Delivery’s asset policy, prioritization processes, and renewal planning activities for the assigned infrastructure asset portfolio, in alignment with broader Asset Management objectives and in coordination with engineering leadership and key stakeholders to ensure ongoing alignment with enterprise-wide Asset Management processes, standards, and protocols. 
This role will lead the coordination and development of asset standards, renewal strategies, lifecycle planning activities, and asset performance management processes designed to maximize asset reliability, operational performance, and state of good repair outcomes for infrastructure assets. This position serves as a key liaison between technical and business stakeholders, supporting data-driven decision making, continuous improvement, and long-term infrastructure investment planning.

 

Essential Functions:
• Leads the development, implementation, and maintenance of Amtrak’s infrastructure engineering asset prioritization processes and asset work planning activities for assigned infrastructure asset portfolio.
• Leads development of minimum annual investment requirements aligned with long-term business objectives, infrastructure needs, and state of good repair goals.
• Provides guidance and support for Engineering Services annual and five-year plan requirements, working with stakeholders to ensure business needs are understood and reflected in infrastructure plans.
• Coordinates development and ongoing maintenance of baseline asset specification documents, renewal criteria, and lifecycle planning documentation in coordination with Engineering Services - Deputy Chief Engineers.
• Supports the introduction and integration of new technologies, inspection methodologies, and analytical tools into capital planning specifications and workplans to improve decision making around asset condition and performance. 
• Monitors emerging industry standards, risks, and best practices to ensure prioritization activities adequately address operational, engineering, and business requirements. 
• Supports development of work unit costs, planning assumptions, and resource requirements to align with prioritized work activities and annual operating plans. 
• Coordinates and collaborates closely with stakeholders across functional areas to support infrastructure planning, asset management, and renewal activities. 
• Facilitates process improvement initiatives and change management activities associated with asset management, lifecycle planning, and renewal planning efforts. 
• Conducts field visits to support prioritization efforts, infrastructure assessments, and asset renewal activities.
• Develops reports, presentations, analytical insights, and technical summaries supporting infrastructure planning, asset management, and investment decisions.  
• Other duties as assigned.

 

Minimum Qualifications:
• Bachelor’s degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
PLUS
• 9 year of prior relevant experience required
• 11+ years of relevant experience preferred

 

Minimum Knowledge, Skills and Abilities:
• Experience supporting planning, engineering, maintenance, asset management, infrastructure, operational, or capital delivery activities.
• Ability to drive change across organization.
• Strong written and verbal communication skills.
• Qualified, or ability to become qualified, in Amtrak Roadway Worker Protection (RWP), AMT-2 Electrical Operating Rules and Instructions, and NORAC Operating Rules. Strong operational mindset combined with experience using data analytics and process thinking to support business objectives. 
• Strong analytical, problem-solving, and decision-making skills.
• Ability to translate technical and operational information into actionable recommendations, reports, presentations, and planning documentation.
• Ability to build collaborative relationships, facilitate discussions, and effectively coordinate across functional areas and varying levels of leadership. 
• Ability to effectively manage priorities in a fast-paced environment with changing business needs.
• Demonstrated ability to identify opportunities for process improvement and support implementation of innovative solutions. 
• Embraces continuous improvement, change management, and learning new processes and technologies to maintain effectiveness in this position.
• Experience with data analytics tools such as Tableau, SAP Business Objects, MS Access.
• Adept, advanced user of MS Excel.
• Ability to travel as needed.

 

Preferred Qualifications:
• Bachelor’s degree in Engineering, Business, or related field
• Master’s Degree in Engineering, Business, or related field
• Experience in railroad, transportation, infrastructure, utility, engineering, maintenance, or other asset-intensive industries.
• Experience supporting asset management, lifecycle planning, capital planning, infrastructure investment, operational planning, or continuous improvement initiatives.
• Experience leading or supporting cross-functional projects, strategic initiatives, or organizational change efforts.
• Experience using data analytics, reporting, and visualization tools to support decision-making.
• Experience developing and presenting information to technical, operational, or leadership audiences.
• Training or experience in process improvement, change management, project management, or continuous improvement methodologies.

The salary/hourly range is  $149,400.00 – $193,644.00 . Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
