Job Summary

The Principal Project Manager is responsible for delivery of large-scale moderate to high-risk third-party projects across New England, with multimillion dollar cost impacts and multi-year delivery schedules. The individual in this role uses advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities. The projects may encompass varying disciplines, cross-departmental interfaces, multiple technologies, geographies, and assets. Individuals in this role work independently with some indirect supervision from the Director. The role requires regular analytical and metrics-based reporting to other internal staff and third-party stakeholders.

Essential Functions

  • Develop and implement project plans, schedules and budgets consistent with third-party operational needs and budget allowances; Oversees consultant relationships.
  • Manage and monitor project schedules, progress, and costs; Maintain, adjust and update plans as needed; Consolidate, communicate and manage all issues and risks affecting the project.
  • Ensure timely and effective communication of project status to project participants and stakeholders including preparing and distributing regular reporting.
  • Ensure project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Identify and evaluate risks associated with project activities and work across the organization to establish and monitor mitigation plans.
  • Establish appropriate project governance structures and processes by engaging key stakeholders.
  • Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
  • Build and maintain external relationships to provide effective communication of project status and accomplished goals and objectives.
  • Develop and administer budget of assigned projects; Approval of forecasted funds needed for staffing, equipment, materials and supplies; Approve expenditures and implement budgetary adjustments through formal change requests as appropriate; Resolve invoicing issues.
  • Represent Amtrak at meetings and conferences with elected and public officials, private citizens and public & private organizations.
  • Analyze challenges, problems and process breakdowns to ensure lessons learned are used to improve project management and project delivery practices.
  • Maintain a professional, teamwork environment with all peers and colleagues.
  • Effectively contributes to a safe work environment for employees and customers.
  • Demonstrate necessary leadership to support a zero incident/injury culture within Amtrak.
  • Ensures contract and project closeout requirements have been met at the close out of all projects.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.
  • 7+ years of experience in infrastructure project management with emphasis on delivering projects in excess of $10M in the transportation industry
  • Experience working with government agencies and organizations such as MBTA, MassDOT, RIDOT, and CTDOT.
  • Professional Engineer’s (PE) License or Licensed Architect
  • Certified Construction Management (CCM) or Project Management Professional (PMP)

Knowledge, Skills, and Abilities

  • Experience in project management with emphasis on medium-to-large-scale project implementation in the passenger railroad field
  • Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedules, and budgets of capital improvement projects
  • Extensive experience managing large, diverse, and geographically dispersed groups of individuals
  • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
  • Extensive understanding of business operations and the impact departmental actions have on the corporation and operations
  • Experience with managing data and developing reporting utilizing Microsoft office suite (Excel, PowerPoint, Word)

Communication and Interpersonal Skills

Must have excellent verbal and written communication skills

Environmental Conditions/Physical Demands

  • Combination of Office and field environment.  Position is subject to respond to emergencies in all weather conditions 24/7.
  • Travel Requirements up to 50%.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
