SUMMARY OF DUTIES:

 

The Project Director will oversee the implementation of capital improvement and capital maintenance programs and projects, ensuring adherence to project scope, budget, schedules and the requirements of stakeholders. The position is responsible for managing and controlling a moderate-size portfolio of projects and programs aligned to specific enterprise strategic objectives within the Railyards and Facilities department. This position works collaboratively and in coordination with all Amtrak Capital Delivery senior staff or staff from other departments, the Federal Railroad Administration, and other U.S. DOT agencies, Congress, States and localities, commuter and freight operators, and suppliers, other third parties, investors and stakeholders to develop strategies, plans, funding and finance approaches, and partnerships to advance Amtrak’s mission.

 

ESSENTIAL FUNCTIONS:

 

· Hires, coaches and mentors project management staff, and ensure’ s team’s adherence and input into the enterprise project management methodologies and standards.

· Creates a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.

· Monitors actuals and works with the project managers to review forecasting against budgets.

· Identify and recommend processes to be improved to drive continuous improve in deliverable quality.

· Manages portfolio management decisions, communications, metrics, and reporting.

· Builds strong relationships within Amtrak to understand the business challenges and opportunities.

· Supports the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.

· Analyze challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices.

· Continuously improves and/or develops key business processes that focus on delivering capital projects on-time and within budget.

· Adheres to Amtrak Enterprise Project Management methodology and standards.

· Ensure project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.

· Participates in the development and administration of the budget for assigned programs; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate.

· Builds and maintains external relationships to provide effective communication of capital program status and accomplished goals and objectives.

· Represents Amtrak at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations.

· Effectively contributes to a safe and secure work environment for employees and travel experience for customers.

· Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak.

· Maintains a teamwork environment within all peers as well as the Capital Delivery department’s internal customers.

· Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management in public transportation.

 

REQUIRED WORK EXPERIENCE:


· Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs.

· Extensive experience managing diverse, large, and geographically dispersed groups of individuals.

· Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.

· Experience working with government agencies and organizations.


PREFERRED WORK EXPERIENCE:

 

· Professional Engineer’s (PE) License.

· PMI Portfolio Management Professional (PfMP) credential.

  11+ years of experience in passenger railroads exhibiting progressive growth and increased responsibility in providing major project delivery services to the public.

· In lieu of education a minimum of 15 years of relevant work experience, or equivalent combination of education, training, and work experience is needed.

· 5+ years of management-level experience in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization.


PREFERRED EDUCATION:

 

Graduate degree in engineering, business, or project management, and extensive experience working with construction of capital projects in an operating environment.


OTHER REQUIREMENTS:

 

· Extensive understanding of business operations and the impact departmental actions have on the corporation and operations.


Knowledge of:

· Advance principles of project management, program development, implementation and administration for improvement and maintenance projects.

· Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.

· Project delivery, engineering, and maintenance roles, responsibilities, and requirements.

· Railroad systems including track, structures, communications, signals, electric traction and track usage procedures.

· Principles and practices of capital and operating budgets preparation and administration.

· Principles and practices of contract negotiation and administration.

· Principles of supervision, training and performance evaluation.

· Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.

· Principles and practices of public administration.

· Social, political, and environmental issues influencing capital programs.

· Labor unions agreements

· The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights.

· Roadway Workers Protection (RWP), NORAC/General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know) and Personal Protective Equipment (PPE).

· Effectively oversee all capital improvement and capital maintenance program management and administrative functions.

· Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements.

· Facilitate and encourage objective analyses of alternative points of view and to articulate the strengths and weaknesses of various business options in order to reach an informed decision.

· Establish and maintain cooperative and effective working relationships with superiors, peers, and subordinates across the organization.

· Represent Amtrak before elected officials and the public as requested.

· Identify talented managers and advocating for their future development.

· Exercise judgment and creativity in making decisions.

· Prepare reports and correspondence.

· Microsoft Project, Visio and Office, including intermediate level capabilities in the use of Excel, Power Point, and Word.

 

*  This is a hybrid work schedule position, 3 days in the office with 2 days remote.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent written and oral communication skills.

 

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
