Job Summary
Drive and evangelize strategic and operational direction to modernize Digital Technology portfolio and resource management practices and operations, leveraging Scaled Agile Framework (SAFe) 6.0 to support transition to a Value Management Office (VMO) and sustainment of Lean-Agile thinking and ways of working.
Essential Functions
- Strategy & Transformation: Lead Lean Portfolio Management implementation and establish the Value Management Office (VMO) to drive value stream alignment and delivery.
- Governance & Compliance: Develop portfolio governance frameworks and ensure adherence to regulatory requirements (FRA, Amtrak OIG).
- Leadership & Change Management: Advocate for Lean-Agile principles, guide organizational change, and build stakeholder consensus.
- Portfolio Planning & Resource Management: Align initiatives with strategic goals, optimize resource allocation, and manage dependencies across the digital portfolio.
- Training & Coaching: Deliver LPM training and provide coaching to executives and portfolio managers to build Agile capabilities.
- Performance & Value Measurement: Implement OKRs, KPIs, and value realization methods to track impact and portfolio health.
- Stakeholder Engagement: Collaborate with internal and external partners to ensure alignment and support for strategic initiatives.
- Financial Oversight: Manage budgeting, cost tracking, and financial reporting in partnership with finance teams.
- Continuous Improvement & Market Insight: Promote a learning culture and stay current with industry best practices to evolve portfolio strategy.
Minimum Qualifications
- 13+ years’ experience in Digital Transformation, Scaled Agile Framework (SAFe), Lean-Agile adoption in large enterprises.
- Diverse background through exposure to different functions and businesses, possibly through consulting, business operations, or similar roles, driving company transformation initiatives.
- Executive presence with demonstrated ability to engage with C-suite executives in companies of similar scale by building relationships, establishing credibility, conducting substantive content discussions, diagnosing needs, solving problems, and identifying relevant resources.
- Business acumen with demonstrated ability to step beyond the function to look at the overall business from a strategic perspective.
- An industry thought leader in SAFe, Lean Portfolio Management, and Product Management principles and patterns.
- Advanced analysis skills required for root cause analysis, process design, and business optimization.
- Ability to analyze theoretical ideas, connect the bigger picture at hand to develop alternate approaches to solving problems, and create new insights.
- Familiarity with Jira Align, Jira Software, Confluence, Agility Health Enterprise Business Agility Assessments, and TeamHealth Radars.
- Management experience leading relentless improvement activities, and/or teams of agile teams
- Thorough knowledge of agile requirements and funding models, including epics, features, user stories, and continuous delivery pipeline practices
- Outstanding communication and interpersonal skills to lead and influence at all levels of the organization
- Bachelor’s degree in a business field, or equivalent
Preferred Qualifications
- MBA or Master's in Public Administration
- Scaled Agile Practice Consultant (SPC) 6.0 Certification
Knowledge, Skills, and Abilities
- SAFe 6.0 Lean Portfolio Management (LPM) Certification
- Leading SAFe 6.0 SAFe Agilist (SA) Certification
- Implementing SAFe 6.0 Practice Consultant (SPC) Certification
- Proven Executive Presence
- Proven record on leading large-scale transformations at a regulated institution
- Awareness of federal grant-making rules and regulations, congressional appropriations processes, and public making
- Must have excellent oral and written communication skills.
The salary/hourly range is $206,200.00 – $267,192.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
