SUMMARY OF DUTIES
The Audit Manager (Financial) is responsible for day-to-day management, supervision, technical, and administrative direction of staff conducting monitoring and oversight of Amtrak’s Independent Public Accountant (IPA).
ESSENTIAL FUNCTIONS

Provides direction, focus, and supervision to complex financial auditing, monitoring, and oversight work, ensuring soundness and integrity of work and the effective use of assigned staff. Provides leadership in auditing matters as well as administrative areas.

Develops oversight and monitoring plans that address the engagement objectives and provide a clear path for developing convincing and actionable observations on the IPA’s audits to help ensure compliance with standards.

Supervises the collection and analysis of data. Ensures that evidence collected is reliable, sufficient, relevant, and properly documented and complies with relevant GAO/CIGIE guidanceas well as Amtrak OIG policies and procedures.

Develops well supported audit or quality control review (QCR) reports that provide negative assurance as to whether the IPA complied with relevant standards. Produces other final products, such as briefings, message meeting documents, and/or QCR reports. Ensures all products are clear, convincing, and accurate.

Keeps OIG management informed of the engagement progress, potentially controversial matters, and options for managing these matters.

Leads and provides on-the-job training and coaching to a diverse staff of professional auditors.

Provides team members feedback regarding performance and monitors their progess against individual goals.

Develops highly productive working relationships with internal and external parties, and fosters teamwork, collaboration, and coordination.

Facilitates IPA and company meetings and communications.

Provides context and perspective to subordinates on Amtrak and OIG strategic plans. Helps support the annual audit planning process.
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Business, Accounting, Finance, or equivalent combination of education, training and work experience.
- Must have at least 6 years of relevant experience that includes conducting financial audits or conducting oversight of financial audits. Two years of the required experience must be at a Senior Auditor level or above.
- Must have a CPA, CIA, or CISA certification. (CPA strongly preferred)
- Excellent written and oral communication skills.
- Proven analytical, problem solving, and project management skills.
- Ability to multi-task with attention to detail.
- Ability to work across organizational boundaries to reach mutual goals.
- Able to maintain composure in stressful situations and maintain confidentiality of sensitive information.
- Proficiency in using data analysis and computer based tools including Microsoft Office Suite and similar products.
- Experience using Teammate or similar audit work paper management systems.
- Demonstrated knowledge and experience applying Generally Accepted Government Auditing Standards (GAGAS, Generally Accepted Accounting Principles (GAAP), and GAO/CIGIE guidance.
- Demonstrated expertise in applying GAO/CIGIE FAM 670 (Oversight of Contracted IPAs) and related sections (e.g., FAM 615 evaluating objectivity and competence of other auditors).
- Demonstrated supervisory skills or prior supervisory experience.
- Demonstrated leadership abilities.
PREFERRED:
- An advanced degree from an accredited university (e.g., MSF, MBA, MAcc).
- Familiarity with the accountability community (e.g., OIG, GAO).
- Familiarity with passenger rail operations and/or transportation operations.
- Professional certification (e.g., CPA, CIA, CISA).
COMPENSATION:
The hiring salary range for the Audit Mgr-Financial is $135,800 - $163,969. This is the starting salary range and does not reflect the full salary range of the position.
