Job Summary
The Sr Program Mgr is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision PMO Director and may have direct reports and/or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.
Essential Functions
- Lead coordination of cross-functional teams, vendors, and resources to ensure timely, cost effective delivery of critical milestones across interdependent projects.
- Successfully managed multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
- Established a Program Governance and Controls structures to enable effective escalation and decision-making processes across multiple projects
- Knowledge or experience managing large scale programs with a federally funded or highly regulated environment.
- Experience using Atlassian, Jira, JIRA Align or equivalent tools
- Establish program governance and controls to support effective escalation and decision-making.
- Foster stakeholder collaboration to drive scope, financial, and resource alignment.
- Manage cross-organizational and vendor dependencies, escalating and resolving through structured processes.
- Oversee scope, schedule, and budget changes via program and enterprise governance channels.
- Hire, mentor, and guide junior project/program managers and matrixed team members in project/program management best practices.
- Support senior leadership with data for annual planning and sequencing of new initiatives.
- Ensure accurate financial reporting and forecasting for executives and regulatory bodies.
- Identify and mitigate program risks through cross-functional collaboration.
- Maintain program and project management artifacts in compliance with internal standards and regulations.
- Recommend process improvements and efficiency opportunities to leadership.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- PMP Certification
- Experience managing programs in the transportation industry environment
- Plus 11 years of relevant work experience.
Knowledge, Skills, and Abilities
- Ability to interface with all levels of employees and both external and internal customers
- Skilled with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions
- Effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization
- Ability to utilize effective time management and delegating work to others
The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
