Job Summary

The Senior Project Business Analyst is responsible for the ongoing review, identification, and execution of business processes and status reporting for infrastructure projects.

 

This position will develop business and technical requirements for projects or a substantial component of high-complexity programs in addition to performing complex data forensic analysis (i.e., for costs) for the same projects and programs. Work with business and technical experts to perform various types of analysis and identify and document requirements, processes, and specifications needed to complete project deliverables with a focus on effective use of people, tools, and technology within the context of the portfolio.

 

The successful candidate will focus on effective resource utilization, tools, and technology to assess interdependencies and support portfolio decisions. They will also support project controls department and maintain regular reporting of analytic results, status, risks, and documentation of issues as they arise, leveraging tools, data and process information collected throughout the project/program duration.

Essential Functions

  • Support the program or portfolio intake process through governance by defining and documenting business and technical needs, deriving requirements, specifications, and user stories
  • Conducts proactive, in-depth analysis of project and program data including costs, workforce utilization, and schedule performance
  • Facilitate requirements-gathering meetings and documents issues, risks, and process gaps identified during project planning, execution, or change management activities
  • Maintains documentation of lessons learned and updates the issue log in Amtrak’s project management tools
  • Distribute critical project or program communications and other relevant information as directed by the Senior Project Controls Manager or Portfolio Director.
  • Performs trend and variance analysis, identifying patterns and developing recommendations in collaboration with cross-functional stakeholders
  • Manages version control of documents and supports the portfolio by leveraging tools such as SAP, Maximo, SharePoint, Power BI, and financial systems

Minimum Qualifications

  • Bachelor’s degree requires or equivalent combination of training, education and relevant experience in lieu of a degree. Plus, 
  • 3 years of prior experience required
  • Familiarity with scheduling, risk review, cost and scope for construction projects
  • Understanding of distinct enterprise software systems such as SAP, Maximo or Power BI

Preferred Qualifications

  • 5+ years of relevant experience preferred
  • Familiarity and interest in railroad business operations, design, construction, or maintenance processes.
  • Complementary set of critical thinking, analytical, and solutions-oriented abilities.
  • Previous experience supporting large-scale railroad (or similar) projects and programs in the initiating, design, or construction phases.
  • Practical knowledge of project scheduling, risk management, and cost controls

Knowledge, Skills, and Abilities

  • Advanced Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
  • Knowledge in SAP, SharePoint and/or Power BI.
  • Must have strong quantitative skills & experience taking raw data and drawing actionable insights from it.
  • Strong focus on collaboration, team building, and customer service.
  • Effectiveness is working diplomatically across teams with varying and competing objectives.

  • Proven ability to effectively communicate with varying audiences and stakeholders.

Work Environment

  • Hybrid role: 4 days in office per week
  • Office-based position in a standard cubicle setting
  • Regular use of computer for assignments and reporting
  • Occasional travel as required

The salary/hourly range is $78,600.00 – $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
